THEY SAY IT’S SO BAD THAT THEY’RE JUST STUCK INSIDE AND CAN’T LEAVE THEIR HOUSE.>>THE QUESTION WHO IS REALLY TO BLAME. OUR SENIOR INVESTIGATIVE REPORTER SHARES WHAT HE DISCOVERED ABOUT THE PLAN THAT IS CREATING A REAL PROBLEM FOR THE FAMILIES WHO LIVE THERE.>>Reporter: AT THE CASTLETON FARM’S NEIGHBORHOOD NO ONE IS RIDING A BIKE, WALKING THEIR DOG OR AT THE POOL. THIS IS WHAT WE HAVE BEEN CONTENDING WITH THE LAST WEEK.>>Reporter: OVER THE WEEKEND THE SMELL OF THOUSANDS OF ROTTING FISH MADE LIFE HERE IMPOSSIBLE, AND EVEN NOW WITH MUD PUSHED OVER THE FISH, IT SMELLS PRETTY AWFUL.>>THE FISH ARE ROTTING, THERE IS MAGGOTS ALL OVER THEM. THE STENCH HAS BEEN JUST UNBELIEVABLY TERRIBLE.>>Reporter: RESIDENTS ARE ANGRY THAT THEY HAVE TO STAY INDOORS WITH CANDLES MASKS THE SMELL, BUT THEY’RE ALSO ANGRY THE CITY KILLED THE FISH IN THE FIRST PLACE.>>IT HAPPENED LAST WEEK WHEN WORK CREWS DRAINED THE RETENTION POND IN THE MIDDLE OF THE NEIGHBORHOOD. THE IDEA IS BY CLEANING OUT THIS RETENTION POND IT WILL HELP PREVENT FLOODING IN THE NEIGHBORHOOD. EARLIER TODAY, A DPD SPOKESMAN TOLD ME KILLING OFF THE FISH AND REPLACING THEM LATER WAS ALWAYS PART OF THE PLAN.>>THEY DIDN’T TELL US THAT. THEY DID NOT.>>Reporter: BOARD MEMBERS FROM THE HOMEOWNER’S ASSOCIATION SAY THE CITY’S DEPARTMENT OF PUBLIC WORKS TOLD THEM THE FISH WOULD BE CAPTURED AND RELOCATED, NOT KILLED.>>THEY DIDN’T MENTION HOW THEY WERE GOING TO DO IT, JUST THAT THEY WOULD DO IT. AND WE ALL HEARD IT. EVERYBODY WHO WAS AT THE MEETING HEARD IT.>>Reporter: INTERNAL E-MAIL SHOWS CITY CONTRACTORS WERE TELLING A DIFFERENT STORY TO THE HOMEOWNER’S ASSOCIATION MANAGEMENT COMPANY. THE MANAGEMENT WAS TOLD EARLIER FISH IN THE POND WOULD NOT SURVIVE. THE PRESIDENT OF THE NEIGHBORHOOD ASSOCIATION SAYS THE MANAGEMENT COMPANY DID NOT TELL HIM ABOUT THE FISH KILL UNTIL JULY. AND THEN HE FAILED TO INFORM THE REST OF THE BOARD AND OTHER RESIDENTS. AT THIS POINT, THOSE RESIDENTS JUST WANT TO KNOW WHAT’S GOING TO BE DONE TO MAKE THINGS RIGHT.>>TO BE HONEST, I DON’T CARE WHO IS RESPONSIBLE, THEY JUST NEED TO FIX IT.>>Reporter: A DPD SPOKESMAN TELLS ME THE FIRST LAYER OF MUD AND SILT IS GOING TO BE REMOVED THIS WEEK. AND THAT PROCESS SHOULD TAKE ABOUT A WEEK TO GET IT ALL SENT OFF TO A LANDFILL. NEIGHBORS SAY IT CAN’T HAPPEN SOON ENOUGH BECAUSE UNTIL THEN, THEY FEEL LIKE THEY’RE STUCK

  1. I'd load of some of that muck with the dead fish in a truck and take it to the HOA and the City's front doorstep!
    See if they like the smell and the nastiness of decaying fish!
